Funds are favorite products for middle class to manage assets

Chinanews, Beijing, Apr. 29 �C On Friday, global market information group
TNS issued a research report on the wealthy class in China in 2007. The
report shows that fund leads the field among all financial products to
become the most common investing tool for the middle class in China.
The research, done through March and April, was based on an online survey
carried out among 790 people in Beijing, Shanghai and Guangzhou whose
financial assets are above one million yuan. Most of the respondents in
the survey are aged between 25 and 45. They control their family assets
and make big decisions, with 34% of them being women.
TNS is the world's fourth largest consulting firm dealing with market
investigation and information services. 95% of the people interviewed
have opened an account in banks for making investment. Over half of them
own two to three investment accounts. 73% of them make fund trading
activities through banks. Apart from funds, they are also interested in
house mortgages, insurance products and treasury bonds.
The only product that can compete with funds is stocks. The investigation
shows that funds, stocks, and dividends from insurance are the three
popular financial products among people in Beijing, Shanghai and
Guangzhou. In particular, Shanghai people are more interested in stocks
than people in the other two cities.
In China, people aged between 25 and 45 are the mainstream production
force in society. They understand the importance of investment and are
willing to increase the value of their personal assets through different
financial channels. However, at present there are a very limited number
of finance products available in the market. That is also why so many
Chinese people have rushed to buy stocks or funds, said Zhou Bo, TNS
market research manager in China.

Chinese sturgeons return to Yangtze River

Chinanews, Beijing, April 13 - The Chinese Academy of Social Sciences
hosted a press briefing on April 11 in Beijing, saying that China will
keep its rapid economic development in the next 10 years, judging from
its current population structure.
According to the statistics collected in 2006, the people aged between 15
and 64 took up 72.3% of the total population, while the figure in 1953
was 59.3%. Apparently, there are enough labor forces available in China
at present, and there will be enough in the future.
Zhang Chewei, deputy director of the Institute of Population and Labor
Economics, estimates that the number of primary industry workers will
decrease by 12.49 million in 2007, while the secondary and the tertiary
industries will provide job opportunities to 11.64 million and 7.14
million people respectively. The number of people who need jobs in 2007
will be 17.52 million, and there will enough posts available.
Scientists believe the maternity rate in China should be between 1.4 and
1.6, a little short of the official 1.8, and low birth rate will last in
China for a long period in the future.

A transsexual beauty:Liu Xiaojing

Chinanews, Apr. 17 - After "his" birth, Liu Xiaojing was treated as a
girl. At the age of three, his psychology was upended in a way that often
happened to teenagers. He felt a strong conflict between his
physiological and psychological gender. With a strong belief of his
femaleness, Liu was eager to undergo a sex change operation after the age
of ten. Distressed about his inner conflict, he constantly wanted to hurt
himself.
After a successful transsexual operation and a few plastic surgery
operations in March of 2004, Liu obtained a new legal identity card as a
female. Last December, she participated in China's first ever Miss
Artificial Beauty contest and won the best media impression award.
Liu Xiaojing, twenty-two years old, is a dancer in south China. On April
16th, Liu participated in the first Wei Ning Artificial Beauty Promotion
Fair in Beijing.

Furniture market growing

ADB: China's economy may achieve soft landing

Chinanews, Apr. 7 - The Asian Development Bank (ADB) issued a report in
Beijing yesterday, which said that China's economy is expected to achieve
a soft landing during the 2005-2006 period and will continue to grow
rapidly from 2005 to 2007. China's GDP is estimated to increase 8.5% this
year, 8.7% in 2006 and 8.9% in 2007. ADB once predicted that China's GDP
would grow 8.0% this year.
According to the report, in the coming three years, China's industrial
growth rate will reach between 9.3% and 10.1%, the agricultural growth
rate will reach between 4.1% and 4.6% and the service industry will
continue to grow at about 8%.
While answering reporters' questions, Tang Min, chief economist of ADB's
Beijing Representative Office, asserted that the bank predicts China's
consumer price index will grow 3.6% this year, lower than last year's
3.9%.
Zhuang Jian, senior economist at ADB's Beijing Representative Office,
said that although the report expects China's economy to succeed in
pulling off a soft landing, China would still face some serious
challenges. On the one hand, an increase in investments may rebound
greatly, resulting in overheated economy again. On the other hand, if
some potential problems are dealt with improperly, the economy will come
down by a large margin, making it difficult to realize the goal of a soft
landing.

Japan's history textbooks under fire

BEIJING, April 5 - Japan's official adoption of a new edition of history
textbooks Tuesday immediately came under fire in China, which, with a
bitter memory of the wartime atrocities of invading Japanese troops, has
always kept a watchful eye on its unrepentant neighbor.
Qiao Zonghuai, a senior official from the Foreign Ministry, summoned
Japanese ambassador to China Koreshige Anami here Tuesday afternoon,
lodging a solemn representation over Japanese government's approval of
the history textbook denying historical facts and beautifying invasion.
The Tuesday adoption of the new textbooks could also further fuel a
spontaneous campaign by the Chinese public to block Japan's seeking of a
permanent seat in the United Nations Security Council.
"As long as both sides can follow the principle of 'taking history as a
mirror and looking forward into the future', Sino-Japanese relations
still enjoy fairly bright prospects," said a diplomatic observer in
Beijing.

Chinanews, March 29 - For the same quality of gas, Beijing residents end
up paying 77 yuan more per month than people in the United States. Last
week, China adjusted gas prices--up 0.25 yuan per liter on average--for
the first time this yearIn the first week of March, a liter of No.93
gasoline, the most popular fuel in the Chinese market, cost 3.92 yuan per
liter in Beijing, while a comparable No.93 fuel in the United States cost
an average of two dollars per gallon (4.36 yuan per liter). In addition,
the retail price of gasoline in the United States includes all taxes,
while Beijing collects a 120 yuan road maintenance fee for each car per
month.
For American families, a car consumes 25 gallons of gasoline per month on
average, or 94.625 liters (one gallon=3.785 liters). It costs 50 dollars
or 413.83 yuan according to the basic exchange rate (one dollar =8.2766
RMB). Calculated by the price in Beijing, the total cost of 94.625 liters
of No.93 gasoline is 370.93 yuan. Adding the 120 yuan road maintenance
cost, the total cost is 490.93 yuan, 77.1 yuan more than that in America
each month.

Security plan for Olympics unveiled

Mar. 23 - Beijing, the host city for the 2008 Olympic Games, yesterday
gave details of its Olympic security scheme, which will play an
over-arching role in preparations for the sports gathering.
The massive scheme involves the participation of almost all the security
organizations around the city.
This includes public security, national security and the armed police.
Beijing would also work with the security organs of other countries -
such as the United State, Germany, Britain, France and Russia - to
enhance its defence against riots or terrorist attacks.
The security scheme contains all-round protection in the air, on land and
at sea for the Games.
China's security programme could include security features similar to
those used in Athens, which had a vast computer surveillance network with
thousands of hidden cameras and microphones that analyzed dozens of
languages.

Fast hydrofoil

On Mar. 15th, a high-speed hydrofoil airship was spotted at the Fengjie
segment of the Yangtze River's Three Gorges. At the end of this month,
the Yichang Three Gorges Jinshan Shipping Service Company will start
trial operation of two Swallow M hydrofoil airships imported from Russia.
The trip between Yichang and Chongqing would take only 8 hours, instead
of 12. Swallow M, one of the fastest inland ships in the world, travels
90 km per hour, almost as fast as travelling by expressway. It is
smaller, has no aft passenger cabin, but travels 30 km faster than
hydrofoil airships currently operating at the Three Gorges. The
introduction of the craft would make a one-day tour between Chongqing and
Yichang a possibility.

College women prefer to balance romance and family

Chinanews, Mar. 8 - According to a report from the Shanghai media, a
survey carried out recently indicates that the "most ideal life" for
college women combines love and family. According to the study, 70% of
college women believe, "love and family are equally important, while the
best is to have both at the same time."
Geng Wenxiu, a professor from the Women Research Center of East China
Normal University, conducted the survey of female college students at
four universities including Fudan University, Shanghai Jiaotong
University, Tongji University and East China Normal University. The
survey shows that the respondents prefer to balance love and family, and
that the proportion of women who prioritize marriage and family is a
little larger than those who feel that a career is most important.
19.7% of college girls think that career and family should account for
30% and 70% of their life, respectively, while 15.2% believe career and
family should account for 70% and 30% of their life, respectively. If
their career comes into conflict with their marriage and family, 37.3% of
college girls would choose their career first and try to fix their
marriages with whatever resources remaining. 61.2% of college girls would
choose marriage first and use their remaining strength to pursue a career
.
Professor Geng believes that there is greater pluralism of value judgment
among Chinese women born after the seventies. This pluralism is the
result of their coming of age in an era of reform and openness, in an
environment of enormous social change. A more traditional approach to
marriage and family, placing these two institutions as the goal of a
woman's life, has been discouraged in recent years. However, it has once
again resurfaced as a value amongst women born in the eighties.

BEIJING, March 7 - China's foreign exchange chief Guo Shuqing said Monday
the country did not pursue a fast increase of forex reserve
intentionally, an excuse used by some countries for the demand on yuan
appreciation.
China's forex reserve surged by as much as 206.7 billion US dollars in
2004 to 609.9 billion dollars by the year-end, second only to Japan.
"The increase was ascribed to macro-economic performance," said Guo,
director of the State Administration of Foreign Exchange, in an interview
with Xinhua on the sideline of the annual session of National People's
Congress.
Commenting on some people's view that China has excessive forex reserve,
Guo acknowledged that there was no "uniform criterion" onthe amount of
forex reserve both theoretically and practically. "The question cannot be
answered simply by 'much' or 'little'."
Forex reserve is of "special significance" for the national economy, said
Guo, a member of the 10th National Committee of the Chinese People's
Political Consultative Conference (CPPCC), the country's top advisory
body.
To keep ample forex reserve will help the country "enhance its ability of
international payments, upgrade its overall national strength, raise the
credit standing of renminbi, mitigate the risks in reform and safeguard
economic and financial safety", he noted.
China has been targeting "basic balance and slight surplus" in
international payments for many years.
Guo said China adjusts the currency structure in its forex holdings based
on a "long-term strategic and development-oriented "consideration,
instead of "blindly" making earnings from big fluctuations in the
international foreign exchange market.
"As a highly responsible investor, China always takes initiative to
safeguard the safety and stability in the international market and will
not get involved in speculations on the exchange rate," the forex chief
said.

BEIJING, March 6 - The registered urban unemployment rate at the end of
2005 is expected to be somewhat higher than last year, which amounted to
4.2 percent, says a report on China's development plan.
The report on the implementation of the 2004 plan for national economic
and social development and on the 2005 draft plan for national economic
and social development, submitted for approval to the ongoing session of
the National People's Congress, set a target of "creating 9 million more
jobs for urban residents and confining the registered urban unemployment
rate to 4.6 percent" for 2005.
This year, 11 million urban residents, including those enteringthe
workplace for the first time, ex-servicemen and college graduates, need
to find employment. There are now 13 million unemployed and laid-off
urban workers, and large numbers of surplus rural laborers need to find
jobs in urban areas, accordingto the report.
"Employment pressure is therefore still intense," it says.
According to the report, estimates based on the relationship between
economic growth and job creation show that by adhering to a vigorous
employment policy, the country should be able to create9 million more
jobs this year.
"Given that we will basically incorporate subsistence allowances for
workers laid off from state-owned enterprises into the unemployment
insurance system this year, the registered urban unemployment rate at the
end of 2005 is expected to be somewhat higher than last year," the report
says.

Blogosphere a new spiritual home for urban youths

Chinanews, Mar. 3 (By Li Jingyu) - Quietly, from office to office,
community to community, and by word of mouth, blogging has spread to
China's urban youth.
Nowadays, it is not uncommon to hear young city-dwellers greet each other
with the questions: Are you a Blogger? and What did you Blog today? The
blogosphere is a new spiritual home for urban youth. It is a private
teahouse where they can chat with and learn from their peers.
In December of 2002, Blogging made its low-key enterance into China.
According to conservative estimates, the number of bloggers in China
exceeded 1 million by the end of 2004. Blogging has become a rapidly
spreading underground fad. Even some fast deteriorating Bulletin Board
System (BBS) have hastily added simple Blog functions.
Bloggers can decide what content is public and what remains private
through a simple setting, permitting open communication with friends and
the security to keep a personal diary. According to Wang Junxiu,
President of Blog China, Blogs are the combination of a public BBS and a
private website.

Chinanews, Feb. 27 - Guo Shuqing, director-general of the State
Administration of Foreign Exchange (SAFE), indicated that China would
loosen restrictions on some RMB capital items in 2005, which is one step
closer to the ultimate objective----RMB's full convertibility.
Guo Shuqing revealed that China would, starting this year, allow domestic
enterprises, after they list overseas, to leave the proceeds of the IPO
abroad or enter into capital-preservation hedges or swaps. China would
also:
-- encourage international developmental organizations to issue domestic
Yuan-denominated bonds,
-- support insurance companies and social security fund to invest
overseas,
-- increase support of follow-up financing for foreign businesses in
China,
-- study whether to allow multinationals to purchase foreign exchange for
cross-border financing.

Qingdao: The top turnip banquet of China

On February 18th, Zhang Baogui, the head chef from the international
press center of Qingdao, led 50 colleagues to create the "World's Number
One Turnip Banquet" in the modern furniture square of Qingdao. Zhang
Baogui said that it was the first time that a banquet was held in China
where all the dishes were made from turnips. All dishes of prawns,
abalones and sea cucumbers were actually made of turnips and elaborately
cooked with various kinds of condiments. At present, they are applying
for the banquet to be listed in the Guinness World Records.

A horse team consisting of over 20 horses was lately plodding down Xiyang
streets in Meixian, Guangdong Province. Hired by electric power
departments in the Meizhou City, the horse team transported materials for
the setting up of high-tension lines in Meijiang District. Horses seemed
to be more effective and safer in carrying goods when the materials had
to be transported over steep mountains.

24. The Mawei Shipping Cultural Park has been completed in the meantime.

Landfill gas to generate electricity

The World Bank has signed its first greenhouse gas reduction agreement in
China to develop a landfill gas project.

The Shuangkou landfill gas project, located in Tianjin, will recover gas
from the Shuangkou landfill and use it for electricity generation.

Reductions achieved in greenhouse gas emissions will also be sold to the
Spanish Carbon Fund under the global mechanism for trade in carbon
credits.

Project developer Tianjin Clean Energy and Environmental Engineering
Company Ltd (TCEE) will collect landfill gas, half of which is expected
to be methane that has 21 times the global warming potential of carbon
dioxide (CO2). The rest will be CO2 and other gases.

It will produce power by installing a landfill gas collection system,
electricity generation equipment and a gas flaring system on the site.

Under its agreement signed with the World Bank, TCEE will then sell
635,000 tons of CO2 equivalent greenhouse gas emission reductions to the
Spanish Carbon Fund managed by the bank.

"Tianjin is the first landfill gas project the bank has undertaken in
China and is a prototype of what could be," said Greg Browder, senior
environmental engineer and task leader of the project.

There are 87 cities in China with a population of 1 million residents or
more that produce large amounts of greenhouse gases.

"The residents of these and other large cities discard significant
quantities of waste that will emit methane in a disposal site. The
potential for landfill gas projects like Tianjin is enormous," he said.

The landfill gas project is expected to start by early 2008. Gas will be
collected in pipes from a series of wells that tap into waste disposal
sites.

The collected gas will be then transported in pipes to a central facility
where it will be burned to produce electricity for sale to the North
China Power Grid.

"As a renewable energy project, the Tianjin project will provide
societal, economic and environmental benefits and result in a positive
impact on the global climate," said a TCEE official who declined to be
named.

"With its approval in China and with the emission reductions purchase
agreement signed, the project is now on its way to being registered as a
Clean Development Mechanism project."

Landfill gas is the fourth-largest contributor to non-CO2 greenhouse gas
emissions.

The Shuangkou landfill was the first modern sanitary landfill in the
North China city.

regulatory approval to unveil an innovative mutual fund, set to catch up
with rival UBS AG's mainland fund venture to upgrade product scope.

The fund firm, jointly owned by China's biggest lender and Credit Suisse,
will soon market the product, which is expected to be a closed-end fund
for the first year and then convert into an open-end product, it said in
a statement.

The fund is allowed to place up to 100 percent of it assets into stocks
in the first year of operation and is set to churn out dividends to
investors at least once each quarter, according to the statement.

China's stock regulator is encouraging fund managers to beef up product
innovation and re-launch the sales of closed-end funds, a practice not
seen since 2001, when the market started to embrace open-end products.

Fiat plans 16b yuan refueling in China

Italian industrial giant Fiat Group plans to spend more than 16 billion
yuan in China in the years to 2010 to help it achieve a fivefold rise in
annual sales revenue in the country.

The money will be put in sectors such as passenger cars, trucks, engines
and spare parts, auto financing and tractors, said Douglas Schenk, CEO of
Fiat (China) Business Co Ltd.

Schenk said the group expects to grow its China sales from more than $1
billion last year to $5.5 billion in 2010, including $3 billion for
passenger cars, $1.5 billion for trucks, $600 million for engines and
spare parts and $400 million for other businesses.

Fiat has invested $1.5 billion in China since it built its first plant
locally in 1986.

Andrew Humberstone, chief representative of the group's largest division,
Fiat Auto, said the firm will produce three car models - Fiat Linea,
Grande Punto and Alfa Romeo 159 - in China in the coming years to boost
sales.

The carmaker aims to sell 263,000 cars a year by 2010 from more than
30,000 units last year, Humberstone said.

"Growth potential in China's car market is phenomenal as most customers
are first-time buyers," he said.

But Fiat Auto lags far behind many of its rivals in China in terms of
sales, such as General Motors, Volkswagen, Toyota and Hyundai.

It now runs a car venture with Nanjing Automobile Corp in the eastern
city of Nanjing, making the Palio, Siena and Perla models.

Fiat Auto has reportedly reached an agreement with another Chinese
carmaker, Chery Automobile Co, to assemble the Alfa Romeo 159 in the
small eastern city of Wuhu.

Last October, Chery clinched a deal with Fiat Auto to supply 100,000
petrol engines to the latter for cars built both in China and abroad.

Iveco, Fiat Group's commercial vehicle division, is building a
40,000-unit heavy truck plant and a 100,000-unit diesel engine factory in
the western city of Chongqing with China's top auto group SAIC Motor Corp
and Hongyuan Motor Co, a local truck maker.

Iveco now has a partnership with Nanjing Automobile to make wagons.

Schenk said Fiat Group has also got the green light from the government
to open an auto financing business in China. The group's China auto
financing branch, based in Shanghai, will provide loans to Chinese buyers
in the first half of next year, he said.

Hong Kong shares close higher on Thursday after a three-day retreat, led
by China Mobile on continued hopes for a mainland listing and
outperforming CNOOC on high oil prices overnight and a target upgrade.

The benchmark Hang Seng Index rose 232.66 points, or 1.07 percent, to
close at 21,938.22 after trading between 21,885.53 and22,035.42 during
the session, with an increased total market turnover of 80.46 billion HK
dollars.

All the four major stock categories gained ground. The Finance moved up
261.68 points, or 0.78 percent to close at 33,712.64. The Utilities went
93.48 points, or 0.26 percent higher to 35,409.51. The Properties rose
113.21 points, or 0.45 percent to 25,467.34. The Commerce and Industry
went up 187.77 points, or 1.54 percent to 12,384.89.

The blue-chip Hang Seng Index rose 232.66 points, or 1.07 percent, to
21,938.22 after trading between 21,885.53 and 22,035.42 during the

Traders said investors hunted for bargains after the blue-chip index shed
294 points over the past three sessions.

The rise in the Hang Seng might also be partly due to futures-related
buying as the June Hang Seng futures is settling today,' said YK Chan, a
fund manager at Phillip Asset Management.

HSBC rose 0.4 percent to 143.50 HK dollars as Chairman Stephen Green's
comments Wednesday on the bank's plans were largely in line with market
expectations. Green said HSBC is working toward lifting its stake in Bank
of Communications back to 19.9 percent and that it has no intention to
spin off its Asia unit. But traders said the market is interested in the
lender's potential expansion plan after Green said HSBC is interested in
buying ABN Amro's Brazilian operations if they come up for sale
independently.

China Mobile, the world's largest wireless phone operator by subscribers,
led the market higher with a 1.74 percent rise to 84.90 HK dollars. The
stock has risen 17 percent over the past month, playing catch up with
other telecom operators and on the prospect of a yuan-denominated initial
public offering in Shanghaisoon.

Oil major CNOOC rose 4.1 percent to 8.81 HK dollars on stronger oil
prices overnight and after Lehman Brothers upgraded the stock's target to
8.50 HK dollars from 7 HK dollars on expectations for higher oil prices.

Chinese financial stocks advanced as the People's Congress reviewed
whether to authorize the State Council to suspend or cut interest rate
tax. China Construction Bank rose 2.1 percent to 5.42 HK dollars. Ping An
jumped 3.4 percent to 55.40 HK dollars. China Life gained 1.2 percent to
28.95 HK dollars.

Red-chip conglomerate Shanghai Industrial surged 5.6 percent to27.30 HK
dollars. The stock rose on news it will buy a 40 percent stake in
state-owned Shanghai Urban Development, a first step in re-channeling
funds from the sale of its non-core assets into the property sector.

Traders said the index will likely be capped at the psychologically
important resistance level of 22,000 ahead of the 10th anniversary of
Hong Kong's return to its motherland on July 1.

Mainland automobile maker Qingling Motors surged 16 percent to 2.20 HK
dollars after the Shanghai Securities News reported Wednesday that the
company plans to issue yuan-denominated shares in China after an asset
injection from major shareholders.

Return of red chips likely in August

The long-awaited return of red-chip companies - mainland firms which are
registered and listed overseas - to the domestic stock market could be
within the next two months, a source close to the securities watchdog
said yesterday.

A draft rule to facilitate their entry is being discussed and could be
announced in late July or early August, an official with the China
Securities Regulatory Commission (CSRC), who did not want to be named,
told China Daily.

The China Securities Journal has reported that the rule could be issued
as early as this weekend.

The first batch of eligible red chips such as China Mobile and CNOOC are
expected to be listed on the A-share market "depending on the market
situation", the CSRC official said.

To qualify for the listing, according to the draft document, a red chip's
shares must have been traded on the Hong Kong stock exchange for at least
one year, have a market capitalization of above HK$20 billion and a net
profit of at least HK$2 billion over three years.

The rule also requires a red chip company to have half of its profit
generated from its operating business on the mainland.

Based on Hong Kong stock exchange data at the end of May, 22 out of the
93 red chips meet the requirements to list on the mainland.

"Most of the big-cap red chips are State-owned enterprises (SOEs) that
have completed share-restructuring reforms, and this makes it much easier
for them to issue A shares on the mainland under the Company Law," Kevin
Shien, a partner of Deheng Law Offices, said.

Since the securities reform of the mainland stock market, Shanghai has
seen H-share large-caps such as Bank of China and the Industrial and
Commercial Bank of China to list on the mainland. H shares are companies
registered on the mainland and listed on the Hong Kong stock market.

The combined capitalization of SOEs and big financial firms now accounts
for 60 percent of the total market capitalization on the Shanghai and
Shenzhen bourses.

Liu Fuhua, a spokesman for the CSRC, said yesterday that the securities
watchdog is setting up a new division under the current supervisory
department for listed companies to keep tabs on listed SOEs and large
financial companies.

Mandatory national security checks on foreign companies' acquisition of
domestic players have been included to the draft anti-monopoly law
submitted yesterday to the top legislature for a second reading.

"Foreign mergers and acquisitions (M&A s) of domestic companies or
foreign capital invested in domestic companies in other forms should be
examined if the cases are related to national security," said the draft
submitted to the 28th session of the Standing Committee of the National
People's Congress (NPC).

There is already a national-security check framework in place for foreign
M&As, but it has been included in draft legislation for the first time.

According to a regulation jointly issued by six government agencies late
last year, foreign investors have to apply for approvals from the
Ministry of Commerce when their purchases of domestic companies affect
national economic security, are in key sectors or lead to the transfer of
operating rights of famous domestic brands.

The legislative move reflects the government's efforts at clarifying the
legal framework for foreign M&As, said Meng Jianbing, an expert with
Seafront Law Office in Beijing, adding that lawmakers are learning from
other countries such as the United States on how to protect national
security.

The requirement was added to the long-awaited anti-monopoly law against
the backdrop of a fast-rising number of foreign M&As as well as foreign
companies acquiring major State-owned enterprises or companies with
famous brands.

One case which has drawn widespread attention is US private equity firm
Carlyle Group's attempted takeover of Xugong Construction Machinery,
which did not pass regulatory hurdles following fears that China is
selling strategic companies to foreign investors.

According to official statistics, foreign M&As accounted for 5 percent of
all forms of foreign direct investment annually up to 2004 but increased
dramatically to 11 percent in 2004 and nearly 20 percent in 2005.

Zhang Yansheng, director of the International Economic Research Institute
affiliated to the National Development and Reform Commission , said it is
crucial that foreign purchases of domestic firms go through security as
well as anti-monopoly checks.

But "the situation needs to be spelt out in more detail. For example,
what kind of merger cases are related to national security"?

The draft anti-monopoly law, which aims to provide for fair competition,
was submitted for first review in June 2006.
